Abstract

This article outlines the outcomes of a research carried out by the European Foundation for the Improvement of Working Conditions, on a sample of local experiences in 10 Countries in the European Union. The analysis of the outcomes show, for the author, important steps forward in the communitarian practices against social exclusion. But it also warns against the rhetoric held by the "new orthodoxy" (as the author calls the formal approach to the Partnership for Development), which fosters (instead of reducing) the marginality of the excluded.
