Abstract

In 1994, Guatemalan sociologist Edelberto Torres Rivas wrote this detailed report on the inter-agency UN program PRODERE, implemented in Central America from the end of the 1980s. The author analyses the role played by PRODERE in promoting legality, in the framework of respect of human rights and human development: the key elements of the program. The report describes and analyzes the PRODERE experience as an institutional practice that can be used in other regions affected by conflict. Inspired by the human development approach and methodology promoted by UNDP, PRODERE represented both a model of social and economic reconstruction in war-torn societies and a successful experience of collaboration between international cooperation agencies and local development actors.
