The United Nations Office for Project Services (UNOPS) has carried out post-conflict rebuilding programs in Guatemala for several years. This case study examines functioning of UNOPS in this country and its role in bringing about peaceful development through implementing programs through the PRODERE programme. It places them in the broader context of civil conflict and social exclusion in Guatemala and the rest of Central America. As a consequence, it also indicates the practical problems and opportunities for bridging relief, rehabilitation, and development in a war-torn society.
